Speech by Ambassador Li Zhengjun at the reception on 29 July 2003

On the evening of 29 July 2003, the Chinese Ambassador H.E. Mr. Li Zhengjun hosted a reception to bid farewell to Counsellor Fang Zhimin, and welcome Mr. Fang's successor Counsellor Liu Tielin and another Counsellor Mme. Sun Shuxian. The reception was well attended by guests from the Chinese community in Papua New Guinea and various PNG government departments as well as the business circle. The occasion was greatly graced by the presence of Hon. Sir Moi Avei, Minister for Petroleum and Energy, Hon. Don Polye, Minister for Transportation and Civil Aviation, Secretary for Health Dr. Nicholas Mann and Acting Secretary for Foreign Affairs Mr. Tarcy Eri. Following is the speech delivered by Ambassador Li at the reception:


Distinguished guests,

Thank you for coming.
Tonight we are gathering here to bid farewell to Counsellor Fang, and welcome his successor Counsellor Liu Tielin and another Counsellor Mme. Sun Shuxian. Our feelings are very perplexed at the moment. On the one hand, we feel sorry to say good-bye to Counsellor Fang. Counsellor Fang is an experienced diplomat. He has been personally involved in China's economic and technical assistance to the developing countries for over thirty some years. When he was a young man he was sent to Africa to work for five years as an interpreter for the Chinese technical experts who were working for the construction of the Tanzanian and Zambian railroad. Ever since then he has been devoting all his talents and energy in overseeing the implementation of the Chinese government's aid projects in various developing countries. Ever since he came to Port Moresby about two years ago, he has been working very hard to coordinate and supervise the Chinese economic and technical aid to PNG. With his commitment and dedication, most of these aid projects from China are well done and have contributed to the economic and social development of PNG. His outstanding work has been widely appreciated and praised by the officials and peoples concerned. At the same time, he has also made quite a number of friends in PNG. We will miss him after he leaves us before long. Counsellor Fang's next post will be in Rwanda, Africa. I hope he will not forget all the old friends in PNG and let us wish him good health and continuous success in his new post.

On the other hand, we are very happy and fortunate to have Counsellor Liu to replace him. Counsellor Liu is also a veteran diplomat. Just like Counsellor Fang, he has also been involved in China's economic and technical aid to the developing countries for quite some years. The fact that he was transferred from the Chinese Embassy in Micronesia to PNG in which our economic aid workload is heavier is a proof. I am sure, just like Counsellor Fang, Counsellor Liu will certainly make all his efforts to promote the bilateral cooperation in the field of economy and trade. I also wish Counsellor Liu a great success in his new post.
